Marilyn is always a popular pick for Halloween. The two most recognizable Marilyn looks are the white halter dress from "The Seven Year Itch" and the pink satin gown from "Gentlemen Prefer Blondes". Both are available in cheapo pre-packaged costumes:

Alternately, if you want to make your own, you can try to get your hands on the out-of-print Simplicity Costume Pattern #8393. (One on eBay).
Unless you've got blonde hair which you can curl with hot rollers, pin curls, or a curling iron, you probably want a wig. Most of the costume wigs are horrible and some are very small. It might not matter too much for one night; this wig is one that's not too awful.
